Founder / CEO
Jerry Miller
Jerry founded a general contracting company in 1986 to build new and renovate existing properties in Virginia Beach and Portsmouth. As a result of significant growth of the company in these cities, Jerry oversaw the creation of Trident Civil as an infrastructure construction company. Jerry has an extensive background in the shipbuilding and ship repair industries. He was founder and CEO of Earl Industries before the company was acquired by General Dynamics in 2012. He is currently CEO of Fairlead Integrated as well as CEO of The Miller Group in Virginia Beach.

President
Tim Harkins
Tim joined our team in 2004, and has 40+ years of experience in construction and development. He serves the company by overseeing financial aspects and overall performance, including management team development. As President/Chief Operating Officer, Tim inspires team members through an "ALL IN" company culture focusing on all company stakeholders.

Chief Operating Officer
Chris Safrit
Chris is our Chief Operating Officer. He started his career in engineering with the US Naval Construction Battalions and is a Veteran of Desert Storm with service also in Indonesia, Philippines, and Saudi Arabia. In his 30+ year career, Chris acquired knowledge in surveying, drafting, materials testing, heavy marine construction, estimating, managing, and delivering large/complex infrastructure projects.

Vice President, Pump Station Unit
Tom Kwasny
Tom is a Senior Level Project Management Executive with expertise in federal and local development, successful multi-disciplinary team management, and project delivery. As our Vice President of the Pump Station Unit, he has an extensive background with a degree in Mechanical and Civil Engineering from Old Dominion University.

Operations Manager
Kevin Baggett
Kevin joined Trident Civil in May 2022 and was promoted to Operations Manager in January 2023. Kevin manages the Coastal-Lowe’s Distribution Center project. The $8.1m utility contract consists of 21,374 feet of storm drain, 5,227 feet of sanitary sewer, and 11,607 feet of waterline for a total of 7.24 miles of pipe.

General Superintendent- Pump Stations
Billy Stone
Billy joined the Trident Civil team in 2008, bringing with him 37+ years of construction and management experience. Leading our Pump Station field crews, Billy handles multiple multi-million dollar projects while ensuring deadlines are met and company standards are achieved.

Project Manager
Christina Tumminelli
Christina joined the Trident Team in 2020, bringing with her 15+ years of project management experience in municipal and federal infrastructure work. Over her career, Christina acquired knowledge in construction management fundamentals starting out in administration in heavy highway construction advancing to project management. She excelled in USACE quality control and site safety & health while managing a multi-year NAVFAC contract prior to joining the Trident team. Currently she manages multi-million-dollar, complex municipal projects.

Project Manager / Estimator
Austin Harrell
Austin joined the Trident Civil team in 2015 and brings with him 17+ years of Site and Heavy Highway estimating experience in Southeastern Virginia. He holds a Bachelor of Science degree in Mathematics from Liberty University.

Estimator
Mike Semonich
Mike joined the Trident Civil Team in 2022and brings with him 37 + years of site development estimating experience in Southeastern Virginia.

Project Coordinator
Danielle “Dani” Coley
Dani handles all contract administration and field
support for Trident Civil and ensures proper execution from start to finish. Prior to joining the Trident team, Dani served 6 years in the US Navy where she gained extensive experience in office administration.

Human Resources Manager
Becca Snell
Becca manages the day-to-day operations of hiring, payroll, and employee resources for Trident Civil. She graduated from Old Dominion University with a Bachelor of Business Administration, Human Resources Management and Services.
